Biden is delivering his farewell speech to the Senate.
(CNN) — Sen. Joe Biden is delivering his farewell address to the Senate this hour.
Biden formally resigns his seat Wednesday at 5 p.m. ET. He was first elected to the Senate in 1972, at age 29.
