AP - Hillary Rodham Clinton is scrambling to reduce her massive campaign debt before she becomes secretary of state, when federal ethics laws and political sensitivities will severely hamper her ability to do so. The former first lady is receiving help from her husband and from President-elect Barack Obama, who defeated her in the Democratic primary and then tapped her to be the nation's top diplomat.
