From NBC's Mark Murray and Domenico MontanaroRepublican Jim Tedisco just conceded to Democrat Scott Murphy in the special congressional in upstate New York that first took place on March 31, giving Democrats their first congressional victory of the Obama presidency and giving Republicans a disappointing loss.
