WASHINGTON (CNN) - House Democratic leaders will unveil a sweeping health care reform bill Thursday that includes a more moderate version of the government-run public health insurance option. The bill - a combination of versions passed by three House committees - includes a what is termed a "negotiated rate" public option. It will cost $894 billion over 10 years and extend insurance coverage to 36 million Americans, according to House Speaker Nancy Pelosi's office. Under the plan, health care providers would be allowed to negotiate reimbursement rates with the federal government, according to Democratic leadership aides. Pelosi's office says the bill would not increase the federal deficit. The measure is financed largely through a combination of a tax surcharge on wealthy Americans and spending constraints in Medicare and Medicaid.

WASHINGTON (CNN) - House Democratic leaders are preparing to unveil as soon as Thursday a health care bill that includes a more moderate version of the public option, several Democratic leadership aides tell CNN. This version would allow doctors to negotiate reimbursement rates with the federal government, the aides said Wednesday. The proposal would be a blow to Speaker Nancy Pelosi, who has argued for a more "robust" public option, one that ties reimbursement rates for providers and hospitals to Medicare rates plus a 5 percent increase. But Pelosi and other Democratic leaders, after a week of canvassing rank and file Democrats, appear to be bowing to the reality that her preferred approach does not have enough votes. From NBC's Mike Viqueira It appears that Speaker Nancy Pelosi and top House Democrats will hold an event tomorrow morning to announce the outline of the House health-care bill that they will move to the floor. And it looks like the "robust" public option is a bust: The measure is not expected to include the reimbursement rate to medical professions based on Medicare, plus 5%. Instead, it will include a public option based on rates negotiated region by region. The event is tentatively scheduled for 10:00 am Thursday on the west front of the Capitol. If you haven't been following this debate, "robust" vs. "not robust" may seem like a small distinction. After all, the bill WILL have a public option. From NBC's Athena Jones WASHINGTON -- Inspiration, trailblazer, uniter were all words used to describe former Massachusetts Sen. Edward William Brooke as congressional leaders from both sides of the aisle gathered Wednesday in the Capitol Rotunda to honor the first African-American to be elected by popular vote to the U.S. Senate. House Speaker Nancy Pelosi , Senate Majority Leader Harry Reid , Senate Republican Leader Mitch McConnell , House Republican Leader John Boehner and Sen. John Kerry joined President Obama at a ceremony to present Brooke with the Congressional gold medal, the highest civilian award presented by the legislative branch. WASHINGTON (CNN) – Partisan politics was shelved for a few hours Tuesday night as Democratic and Republican congressmen teamed up with former NFL players in a gridiron battle against the U.S. Capitol Police. The fourth annual 'Longest Yard' flag-football game raised more than $75,000 for the Capitol Police Foundation and the Washington Literary Council, but former Washington Redskins quarterback turned Democratic Rep. Heath Shuler of North Carolina, said the high spirited game might help to bridge the differences between the Democrats and Republicans in Congress. "It's putting some comraderie back in … the U.S. House," Shuler told CNN. "I know if we can work together on the football field we can certainly work together when it comes to our policies."
