I’ve completed the assignment I set for myself when I got here,” added [House sponsor Rep. Steve] Cohen, who is working with the Senate sponsor Tom Harkin (D-Iowa) to figure out a way to hold the ceremony without two-house passage of the bill. “We’re looking for a third way,” joked a Democratic aide.
