Anyone who thinks that these kinds of embarrassments will come to an end merely because Bill Clinton will now have his speech-making dates, venues and subject matter reviewed by a State Department ethics board either doesn't know the Clintons very well or has an unrealistic belief in their capacity to change their spots.
