Aside from the minor, trivial, teeny-weeny, little stumbling blocks that the Palestinians, the Egyptians, the Jordanians, the Arab League, and the rest of the Arab and Muslim world would never settle for it, I see no problem at all! ADDENDUM: I see that Marc Lynch as, unsurprisingly, outlined the tiny problems in more detail.
