From NBC’s Domenico Montanaro, Mark Murray and Doug Adams Delaware Gov. Ruth Ann Minner will appoint longtime Joe Biden loyalist, adviser and former chief of staff Ted Kaufman to fill Biden’s Senate seat when the vice-president-elect resigns.
