In a nutshell, Bush is having government agencies issue new last-minute regulations now, in order to make it harder for Obama to overturn them. It's a long convoluted story, but Bush thought that if the agencies issued the new regulations more than 60 days before the end of his term, it would be harder for Obama to challenge them.
