... Rotate "Watusi" 90° to the right, change the colors, and you have the same uninspired artwork. You'd have to ask an expert like Joke Biden, but I believe this qualifies as plagiarism.
But of course, Matisse was just some dead white male, not a "longtime Washington resident who is an African-American painter."
