It's not just the headline that's misleading, it's the introductory paragraph which makes it seem like the U.S. is, in fact, "abandoning" Iraqis to a horrible fate. One problem, five paragraphs into the article the AP finally mentions that the reason U.S. troops are on track to pull out of several Iraqi cities is because we have been so successful and are therefore no longer needed there.
