Taxing healthcare, despite the campaign
Ben Smith's Blog — One of the key structural aspects of the new budget, I'm told, is that health care reform will be given its own financing stream, one derived partially from cuts to Medicare and Medicaid spending, and partially from a new tax described by Jonathan Cohn as "a financial contribution from medium- and large-employers who don’t provide employees with health insurance." That kind of tax is a key feature of Mitt Romney's Massachussets plan, as it both finances coverage for the uninsured and pushes employers to cover more workers. Cohn says the budget, however, will leave to Congress how to fully finance health care reform -- the cuts and tax only get you part of the way ...

Obama Budget: Billions On Health Care For Reform This Year
Politics on HuffingtonPost.com — ... task force in '93, which means allowing Congress to be a co-equal branch in the process. The president won't lay down a full plan alongside the budget, allowing members to craft something more amenable to the legislative branch. This could prove tricky for a variety of reasons. On the political side, some representatives, notably Rep. James Clyburn, have said a step-by-step approach to reform is preferable to a major overhaul. Others insist just the opposite. Report: Obama plans healthcare mandate
Ben Smith's Blog — Ezra Klein reports on a second spot in the health care plan where Obama appears to be asking Congress to pick up a policy that he attacked during the campaign. The first was lifting the tax exemption on health benefits -- which he attacked McCain for suggesting. Now, Klein reports, Obama's team is steering Congress toward including mandates in its health care plan -- a key front of Obama's primary battle against Hillary: [T]he Obama administration will provide most of the money -- though not all -- and the governing objectives and Congress will be asked to hammer out the details. One of those details is universal health care coverage. ....The budget -- and I was ...

Obama’s Healthcare Plan: True Universality?
Firedoglake — Image by mnd Ezra Klein is stating that universality will be a goal of Obama's healthcare plan. At $634 billion, over 10 years (that's $63.4 billion a year) it's hard to see how Congress is going to turn Obama's plan into real universal healthcare because that simply isn't enough money. One hint is in the use of the phrase "individual mandates", which ...
